Municipal ordinance requires most door to door solicitors to register
with the police department. Background and criminal record checks are
conducted prior to the issuance of an official Town of Northborough
Solicitor ' s Permit bearing the photograph of the person named on the
permit.
Northborough municipal bylaw defines a solicitor or canvasser as any
person who, for himself or for another person, firm, or corporation,
travels by foot, automobile or any other type of conveyance from place
to place, from house to house, taking or attempting to lease or take
orders for the sale of goods, wares, merchandise or services, or taking
or attempting to take contributions for any purpose including, but not
limited to, the selling, distributing, exposing for sale or soliciting
orders for magazines, books, periodicals or other articles of a commercial
nature, the contracting of all home improvements, or for services to
be performed in the future whether or not such individual has, carries
or exposes for retail sale a sample of the subject of such sale, whether
or not he is collecting advance payments on such retail sales. (Chapter
151, Section 2) "The following businesses and organizations are
registered with the police department to conduct door to door fundraising:
Individuals going door to door representing religious organizations
and who are not engaged in activity described in the bylaw are exempt
from the bylaw . You are encouraged to report all door to door solicitations
when the solicitor does not have a town issued photo solicitor's permit
displayed.
